What a VPN actually does

A VPN encrypts your traffic and routes it through a server somewhere else before it reaches its destination. Your ISP can see that you are connected to a VPN and how much data you are moving; it cannot see what the traffic contains or where it ultimately goes.

That is the whole mechanism. Everything else claimed about VPNs in this category is a consequence of those two facts, or is not true.

Why it usually makes streaming worse

A VPN adds a hop, adds encryption overhead, and routes your traffic through a server that may be thousands of kilometres away and shared with a lot of other people. All three cost you throughput and, more importantly, add jitter.

Live streaming is the workload least tolerant of jitter. On a connection that was already marginal, switching a VPN on is one of the more reliable ways to turn occasional buffering into constant buffering. If you are troubleshooting a streaming problem, turn the VPN off first — it is a common cause and an easy one to rule out.

The throttling argument, examined

The usual case made for a VPN is that it prevents your ISP throttling streaming traffic. Canada has net neutrality provisions under the Telecommunications Act, and the CRTC has ruled against discriminatory traffic management, so deliberate throttling of a specific traffic type is not the norm here in the way it is described in some other markets.
